    Trung Luong – My Thuan Expressway Construction Site
    Located on the highway connecting Ho Chi Minh City – Can Tho, Trung Luong – My Thuan route (total investment of 9,600 billion VND, length 51.1km) has undergone nearly 4 years of construction. On March 22, the Ministry of Transport officially handed over this BOT project to the People’s Committee of Tien Giang province as a competent State agency and issued investment decisions. According to the roadmap directed by the Prime Minister, the Trung Luong – My Thuan expressway will be completed in 2020.

    Following this project, the Ministry of Transport is investing in the construction of the My Thuan – Can Tho expressway. . Mr. Duong Viet Roan, Director of Thang Long PMU, said that the project is 23.6km long, invested in the form of public-private partnership (PPP), type of BOT contract, phase 1, investment divergence with 4 lanes scale, 17m wide roadbed, total investment is about 5,408 billion VND.

    “Up to now, the My Thuan – Can Tho expressway project has completed the preliminary investor selection step. The Ministry of Transport has submitted a report to the Prime Minister to support 932 billion VND of State capital for the project ”, Mr. Roan said and said that recently, the Minister of Transport Nguyen Van The has drastically directed the Thang Long PMU to push Fast project progress. After 2 months since the Prime Minister issued the decision to allocate the budget to support the project, the project site clearance must have movement, at the same time, strive to reach the end of 2019, Thang Long PMU announced project investors.

    The Ho Chi Minh City – Trung Luong – My Thuan – Can Tho key expressway will be connected with a very large-scale bridge project in 11 North-South Expressway component projects, My Thuan 2 Bridge and Road leading two bridge ends. Mr. Dinh Cong Minh, Deputy Director of PMU7 said, the project has a total investment of 5,003 billion VND. Currently, the project has selected technical design consultancy and is setting up site clearance mark.

    “It is expected that, at the end of 2019, some of the project’s bidding packages will start construction. Particularly, the main bridge of the cable-stayed bridge due to complicated technical factors will start in 2020 and will be completed in 43 months of construction, ending in 2023 ”, Mr. Minh said.

    After the completion of the projects of Trung Luong – My Thuan, My Thuan – Can Tho and My Thuan 2 bridges, a complete and modern expressway will be created, shortened by about 50km and economical. about 2 hours traveling between Ho Chi Minh City and Can Tho compared to NH1. At the same time, this expressway is expected to create a big push for the southwestern region to attract investment and promote socio-economic development.

    While expressway projects and major bridges are underway. Investment, the Ministry of Transport also immediately upgraded and renovated the degraded highways in the Western region to meet travel needs and ensure traffic safety for people.

    According to information from the Department of Planning and Investment (Ministry of Transport), among 14 important and urgent transport projects, the National Assembly Standing Committee decided to approve the plan to use VND 15,000 billion from the reserve capital. of the medium-term public investment plan with state budget capital for the period 2016 – 2020, there are 4 projects in the southwestern region, including: The project of improving and upgrading QL53 in Tra Vinh – Long Toan section (E-commerce: 1200 billion copper); NH30 upgrading project, Cao Lanh – Hong Ngu section (E-commerce: 800 billion VND); the project on upgrading the surface of the Quan Lo – Phung Hiep route (E-commerce: VND 900 billion) and the project on improving and upgrading the NH57, the section from Dinh Khao ferry to the town of Mo Cay, Ben Tre province, Vinh Long (E-commerce: 875 billion VND) ). All four projects will be started in 2019 and completed in 2020.

    Most notably, the Quan Lo – Phung Hiep route goes through 4 western provinces including: Hau Giang, Soc Trang, Bac Lieu and Ca Mau, running parallel to the Quan Lo – Phung Hiep canal, which was built in 2005 and completed. operation since 2009 helps to break the unique position of NH1, at the same time shorten 50km from Can Tho to Ca Mau compared to NH1. However, after more than 10 years of operation, the Quan Lo – Phung Hiep route has not been overhauled and upgraded once, so the quality of the route, especially the paved road surface, does not meet the transport requirements. due to the rapid increase in traffic volume, there is a potential risk of losing traffic safety.

    Mr. Nguyen Duy Lam, Director of the Department of Planning and Investment (Ministry of Transport), said that on March 11, 2019, the Ministry of Transport approved the investment in the project of upgrading the surface of the Quan Lo – Phung Hiep route with a total investment of 900. billions dong. “PMU7 is currently implementing the procedures for selecting construction drawing design consultants, expected to start construction at the end of September 2019, completing the whole project in the fourth quarter of 2020”, Mr. Lam Thong believe.

    Preparing to invest in two bridges larger than 13,000 billion VND

    Mr. Nguyen Chung Khanh, Director of PMU7, said that the investment project to build Dai Ngai bridge on NH60 connecting the two provinces of Tra Vinh and Soc Trang has a total length of 15.2km, the starting point intersects with NH54 in Tieu Can district, province. Tra Vinh; the end point intersects with Nam Song Hau road, Long Phu district, Soc Trang province. The work consists of the bridge section is 3,42km long (Dai Ngai bridge 1 is 2,56km long, the Dai Ngai 2 bridge is 0.86 km) and the road is 11,76km long. The project has a total investment of more than VND 8,040 billion, including more than VND 7,054 billion in ODA capital and VND 986 billion of domestic reciprocal capital.
    “Currently, the project is being appraised by the Ministry of Planning and Investment to submit to the Prime Minister for consideration and approval of the investment policy”, Mr. Khanh said.
    Mr. Khanh added that the construction of Dai Ngai Bridge will improve the transport capacity of the Mekong Delta, create convenient transportation connections between southern coastal provinces and with Ho Chi Minh City. , shorten travel time, reduce transportation costs, expand trade and break the monopoly of NH1.
    “The invested Dai Ngai bridge will shorten the distance of 80km from the existing NH1 when moving from Ca Mau, Soc Trang, Bac Lieu to Ho Chi Minh City”, Mr. Khanh said and said, the project is expected to be Dai Ngai bridge. to be deployed in the period 2021 – 2025.

    Regarding this project, Mr. Le Thanh Tri, Vice Chairman of Soc Trang Provincial People’s Committee said that this project is very pervasive. The first is to shorten the distance from Soc Trang to Ho Chi Minh City about 70km. When the Dai Ngai bridge project is completed, it will connect NH60 with NH1 and connect with National Highway South Song Hau, promoting socio-economic development not only of Soc Trang province but also neighboring provinces in the Mekong Delta region such as: Tra Vinh, Bac Lieu, Ca Mau, Hau Giang, …
    “Currently, the Southern River Hau axis connects coastal provinces, creating great advantages and potential for wind power. Typically, Soc Trang and Bac Lieu have implemented many wind power projects. The province is also proposing the Prime Minister to build a deep-water port in Tran De ”, Mr. Tri said and said that when the project is implemented, the locality will create all favorable conditions, especially the site clearance to master.     As for the Rach Mieu 2 bridge connecting the two provinces of Tien Giang and Ben Tre, according to Mr. Dinh Cong Minh, Deputy Director of PMU7, in 2009, Rach Mieu Bridge on NH60 crossed Tien River connecting the two provinces of Tien Giang and Ben Tre. put into operation. “But since 2015, back here when the Co Chien Bridge has large traffic and traffic, the Rach Mieu Bridge often occurs congestion, especially during the holidays, Tet due to the long bridge and narrow width. Meanwhile, the expansion of the Rach Mieu bridge surface with the existing cable-stayed structure is not feasible, ”so the investment in building Rach Mieu 2 bridge is being implemented urgently by the unit.
    According to Mr. Minh, Rach Mieu 2 bridge is studied to be built 3.8km upstream from the existing Rach Mieu bridge. The total length of the project is about 17,59km. Of which: The main bridge over the main branch of Tien river (from Tien Giang bank to Thoi Son islet) is about 1.91km long, 17.5m wide with 4 lanes, main span structure is cable stayed; The sub-branch overpass of Tien river (from Thoi Son islet to Ben Tre bank) is 520m long, made of reinforced concrete with a balanced cantilever span structure, 17.5m wide. Total project investment is about 5,140 billion VND.

    “It is expected that the Rach Mieu 2 bridge project will be started construction in 2022. This is a cable-stayed bridge, so it will take about 40-45 months to complete”, Mr. Minh said.
